We have two cards that can be called from China to the USA.

Two-way phone card (http://www.ecallchina.com/phone-card.asp?cardid=21). It is reliable and not expensive. It can be used to make calls from hotel rooms but cannot be used for calls from cell phone.
 
China Call Back phone card (http://www.ecallchina.com/phone-card.asp?cardid=53) This card is less expensive than the Two-way Phone Card. It is cheaper. It can be used to make calls from cell phone, but it cannot be used for calls from hotel rooms).
